I'm wondering for the board binder especially-- where we have a lot of reference documents that periodically change and may be needed remotely--is there a way to read the files without downloading them?

Let me see if I understand. I think you mean you would like to view the documents directly in your web browser, rather than downloading, for example, a .doc file to be read in Microsoft Word.

I think the answer is yes, with some implications and tradeoffs.

The documents can be output (converted) to .pdf files which the browser will display directly (most people have adobe acrobat reader installed, or can install it).

However, the .doc files will still also need to be retained as the "master" copy, as they can be edited and updated. Each time they are edited, the person so editing must also convert to pdf and upload that file as well. There is some danger of getting out of sync between the master .doc file and the derived .pdf version.

Some convention needs to be established, like keeping the master (and editable) .doc files in a designated folder on the file server at the office and uploading only the pdf versions to the portal website. Or uploading both so it can be remotely edited not just remoted viewed - but that means some way of avoiding confusion on the website, like having both a Board and a (less visible) Board Master Docs folder on the portal and being careful to upload both versions after an edit.
